Good afternoon.

We need to make rules, we got it.

The committee will come to order. Without objection, the chair is authorized to declare recess at any time. Today Today the Rules Committee is convening to consider a single measure providing same-day authority through Friday of this week for the Senate's forthcoming reconciliation bill. Granting same-day authority will allow the House to expeditiously advance this legislation to the President's desk, and uphold our commitment to fully fund ICE and CBP, and the men and women who work tirelessly to keep our homeland safe and secure every day. I'm sure there's more that can and will be said when we actually consider the legislation from the Senate. With that, I now yield to the ranking member for any comments he wishes to make.

Well, first I have a question, I'm trying to figure out what the emergency is. Um, like why do we need the, it's an emergency meeting, why do we need same day authority? I mean, uh, it's not like the government's running out of money. I mean, why, I mean, why, why is there an emergency that it has to, we have to use these extraordinary procedures to, you know, be able to bring what the Senate does to the floor immediately.

Well, I think it we've been waiting for a while for this. We were hoping to get it last week. We didn't. And so now it looks like we're going to get it and there's no reason to put it off.

Well, I mean, I mean, I think maybe my Republican friends might be afraid that people might read the bill and see what's in it. But Madam Chair, this is a perfect example of how things happen around here now. I mean, we're here for an emergency meeting, called at the last minute, barely any notice. I mean, why are we here? What is the emergency? I still don't know. you guys will jump through hoops to write blank check after blank check to federal agencies that murder American citizens in cold blood. You will move at light speed when the bill is a tax break for billionaires or corrupt giveaways to greedy greedy corporate donors. But when the American people ask you to release the Epstein files, suddenly everything slowed down and it was stalled, delayed, and obstruct. When families pled that with you to renew the their affordable uh healthcare last year you guys ran home for forty days and forced a record setting government shutdown when people back home beg you to overturn trump's tariffs to stop his illegal war both of which are ruining our economy you block what should be our constitutional duty and you shutdown votes until democrats force them so that is the pattern around here now and when trump wants something uh this majority moves mountains regardless of the merits when billionaires want something you clear the runway, when the American people demand accountability um you know um uh you know, and affordability, suddenly this place grinds to a halt. So uh so I'm glad that you're holding this hearing under these circumstances. It shows exactly how kinda messed up and unpopular and backwards and out of touch the Republican priorities are. You know everyday people, I hate to tell you guys this, but everyday people do not want to write a blank check for ICE or CBP. They do not want more money for an agency that is already that already has a bigger budget than most militaries around the world. They do not want another giveaway to an agency that a federal judge said violated more court orders in a few months than most have in their entire existence. So, by all means, move heaven and earth uh to jam this through. But it only serves to highlight the truth, that you guys don't care about grocery costs going up. that you don't care about gas prices going up or uh about inflation um and you guys don't care about housing or healthcare or hunger i mean you you don't seem to have affordability on the agenda as a priority you care about giving trump what he wants uh an unlimited pool of money that can be used to distract from his lousy economy and the and his terrible policies that are driving prices through the roof and i don't know why i don't know why ice and cbp need all this extra money they have one hundred billion dollars in extra funding just from trump's big one one uh big ugly bill uh that they haven't spent yet a hundred billion dollars they have uh and they haven't spent it yet and and you're rushing to give them around as i do the calculation another seventy billion dollars more i mean what do they need this money for i mean what what's going on here not a cent to help hardworking americans but billions for agencies already flushed with cash well thank you for giving us the golden opportunity to highlight the differences between your agenda and ours um it'll be helpful come november but again they have a hundred billion dollars just sit there that they haven't spent yet and you're gonna give them another seventy billion dollars and that's the emergency boy i i i don't get it um and uh i have uh some amendments should i proceed with them uh madam chair

yeah madam chair i have an amendment to the rule i move the committee add a section to the rule additionally granting same day authority for a rule providing for the consideration of hr forty eight forty nine the protecting healthcare and lowering costs act which would undo the disastrous health care cuts that republicans imposed as part of their big ugly bill last july and permanently extend the enhanced affordable care act premium tax credits that republicans let expire madam chair republicans are moving heaven and earth to give seventy billion more dollars seventy billion more dollars to ice and c. b. p. that they don't need as i pointed out they still have a hundred billion dollars in unspent and spent money But uh, but when it comes to Americans across the country who are struggling to afford their health care bills, the message from the Republican majority is clear. Republicans do not care about your medical bills. So if Republicans care about lowering Americans' health care bills as much as they care about giving loaded government agencies even more money then vote yes on my motion, and I yield back.

The President's illegal war in Iran is to blame. If you can jam through a bill to shower ice um in cbp with even more money then you can rule out all the stops to end the war in iran uh to end the war in iran and to help the americans struggling to fill their gas tanks and i hope my colleagues will vote yes

madam chair madam chair i think if you ask uh the american families the american farmers the american ranchers what is the emergency that they are facing right now what is the crisis that they are facing right now, it is the cost of gasoline, it's the cost of diesel, uh if you are in rural America like my constituents are, it is the cost of living, which means how expensive is it to live now? From health care, which the ranking member raised in his first motion, uh to, you know, everything else. That's the emergency right now. And you could do something about it. Congress could do something about it. Because this war has gone on and on and on and it's an emergency. We should stop it now. But the emergency that you have claimed is let's make sure we give them another seventy billion dollars to ice when they already have an extra sixty three billion now. Another thirty seven billion is sitting already at CBP now. That's not an emergency. When they have a hundred billion dollars sitting there that they can't even use for all the awful things that they're already doing the emergency that the American people are facing right now is the high cost of living caused by Trump's, war, and Iran. Congress has the right and the authority and the constitutional responsibility to stop it or at least vote for it. I uh urge my colleagues to exercise your authority, exercise your responsibility, vote for the ranking members amendment, and I yield back.

thank you Uh, uh, like the ranking member, I failed to see what the emergency is here. I mean, supposedly we're going to consider funding for DHS involving ice and CBP, which has been outstanding since September, so clearly um there's there's not a an immense sense of urgency here, as has been mentioned. Uh, those parts of the agencies have uh billions of dollars to spend. Uh, what appears to be the emergency is once again the speaker is going to try to ram through some legislation which people have not yet read which has not passed the senate which has not gone through the voterama and this is just setting it up so it can be rammed through in the middle of the night or on the weekend or in a time when the american people aren't paying attention so the emergency is being able to pass legislation that if the american people knew about they would reject and i don't think that's a true emergency so obviously will be um opposing the motion on that basis. However, I do have an amendment.

Um, I have an amendment to the rule which would move the committee to add a section to the rule to also grant same day authority for a rule providing for consideration of H R sixty eighty eight, the restoring food security for American Families and Farmers Act of twenty twenty five. We're here for an emergency meeting, the, where the emergency is to send billions of dollars more to ICE and CBP. But, our Republican colleagues are completely ignoring the food security crisis that Americans are facing, as food costs are through the roof. Thanks to Trump's terrible economy, his tariff wars, his war in Iran, forty-eight million people in America are food insecure. More than sixty thousand Pennsylvanians have already lost snap coverage because of the paperwork requirements that were pushed through in the big ugly bill. How about moving heaven and earth to repeal the snap cuts in the big ugly bill, to make sure families can afford groceries? Giving DHS years more of funding is not an emergency, but making sure that families in every single one of our districts have food on the table tonight is an emergency. So I yield back.

you know, we just had a debate on the House floor in which, um, many of us, um, argued pretty strongly against the cuts, um, in WIC. Two hundred million dollar in cuts. Uh, and we're told that w- you have to make tough choices, we gotta you know we gotta trim some of these programs and we gotta you know reel in some of the benefits again two hundred million being cut from wick i mean we're talking about you know seventy billion dollars more to agencies that already have unspent in their budgets one hundred billion dollars and i you know i mean this is about priorities it's about values and again i i just like i don't understand why ice and cbp need more that extra money when they have a hundred billion dollars that has not been spent um and um you know and that this is the emergency but in any event um i support this amendment um again uh we cut two in the bigger legal they cut two hundred billion dollars out of snap people are losing their benefits as we speak um and the worst is yet to come so um in any event um i thank the general lady and i uh you know um you know uh by the way two hundred million dollars which was the cut to wick is approximately zero point two eight five seven percent of seventy billion dollars and to calculate this you divide two hundred million by seventy billion and you multiply by a hundred um you know and um anyway i i i have the the uh the the figures here the math here but if you need to calculate percentages like this in the future you know you

yeah well you i mean you can use the percentage calculator which we are using here uh to try to get the exact numbers but uh but the bottom line is it's a fraction it's a fraction a is like a an you know just a a a minor you know uh um amount compared to what you're spending on ice and cbp Uh, so in any event, um, I you I thank you, General, I yield back.

Madam Chair, I'd like to speak on the motion. I it it I I I I really appreciate the the ranking member pointing out that

we heard Republicans sit here and say we gotta cut this, we gotta cut this, uh, and they said food prices are going down, and so we can cut women's, infant and children. Because we've gotta save money. And the calculation is, I mean, the ranking member was explaining the calculation, 'cause it's so tiny. You were willing to take money from women's, infants and children's nutrition because you gotta cut money, but you're gonna give seventy billion dollars to two agencies that already have a hundred billion and that are doing things like talking about women and children, do you know that there were sixteen miscarriages in ICE custody just from January twenty twenty five to February twenty six in a year's time. ICE is pulling parents away from their newborns in ICU. There are over fifty deaths and ICE custody. In the fiscal year alone that you're trying to fund, twenty-nine people have died. They have shot and killed citizens. They have arrested and detained a hundred and seventy citizens. So you were willing to give money to ICE and CBP without any guardrails, without requiring them to do anything, to have basic human dignity and law enforcement protections like every other w- buddy does. But you will take that fraction, I can't even remember, because it's such a small fraction, away from women, infant and children's nutrition. Those are the Republican priorities. And we will raise them up all the time and point them out to you because it is outrageous, it is humane, it does not reflect values of honoring and protecting our children. our pregnant women, you know, the infants in our care, whether they be infants in our care cuz they're citizens or because they're children of immigrants, we should care for all the babies in our country. And with that, I thank the uh gentlewoman for her motion and I yield back.

Electricity rates are soaring across the country and millions of Americans are struggling to pay their rising energy bills. This bill would reinstate tax credits for home and system-wide energy improvements, create incentives for utility companies to reduce costs, provide financial assistance to struggling families, and crack down on price gouging. Every time I'm home in the district, I hear from people who were able to use those tax credits to make their churches, their homes, more energy efficient. Just on Thursday, I visited a solar array at one of our churches, helped them reduce their costs, and is more sustainable. Um, here we see the house giving itself same-day authority to ram through another debt bomb. their reconciliation bill that would shower ice and s- and border patrol with billions more taxpayer dollars that they don't need or that they aren't using lawfully. We should be working quickly and as hard as we can to help American families lower their energy costs. So I urge a yes vote on my amendment and I yield back.

I move the committee add a section to the rule, additionally granting same day authority for rule providing for the consideration of H R seventy two zero six the farm and family relief act. republicans are doing everything they can to send billions and billions more to ice and cbp and yet they're failing to address the crisis in farm country which is caused by trump's reckless tariffs and the illegal war in iran and this is a crisis our farmers are struggling the increase in farm bankruptcy is forty six percent in twenty four twenty twenty four let's say that again farm bankruptcies have increased by forty six percent and this congress isn't doing anything to help now the farm and family relief act which my motion would move to the floor would help the farmers it would actually specifically help farmers that are hurt by trump's tariffs. And let's remember that farmers feed our communities, they make sure we have nutritious food, they are integral to our economy and they need our help. Today I just met with the New Mexico Farm and Livestock Bureau, it was great, we had a rancher from one of my uh counties we had a goat dairy farm we had uh the students who were attending our ag school and they wanna let us know what issues are facing their livelihood and their lives and that's why i'm so happy to bring this motion because these are the things we should be doing because let's face it this bill the farm and family relief act would cost fifty seven billion dollars. Well, guess what? That's barely, that's that won't even take up how much more money you wanna send to ICE. You wanna send to ICE sixty-three people who are farmers and helping rural America. I suggest that be the emergency that this Congress suggests and that we take up today. And with that, Madam Chair, I yield back.
