I call the Committee on Transportation and Infrastructure to order. Pursuant to Committee Rule 6(f) and House Rule 11, Clause 2(h), the Chairman may postpone further proceedings today on any question of approving any measure or matter or adopting an amendment on which a recorded vote of the yeas and nays is ordered. I ask unanimous consent that the Chairman be authorized to declare a recess at any time during today's hearing. Without objection, that is so ordered. A bill and amendment text have been distributed electronically and paper copies are also available here in the hearing room. As a reminder, the Committee may use an electronic voting system for any requested recorded votes. Today the Committee is considering one item, an amendment in the nature of a substitute to H.R. 5688, Dalilah's Law. Finally, I ask unanimous consent for the Committee to use an amendments roster for any items under consideration by the Committee. Without objection, that is so ordered. Before I begin consideration of the bill today, I want to take a moment to briefly recognize Representative Fong to introduce some special guests from his district, the Coleman family.
